The Ukrainian think-tank Open Society Foundation (OSF) founded in March 2001.
The mission of the OSF is to promote open society values and principles in the Ukrainian public agenda as well as enhance the effectiveness and accountably of public policy and finance.

Monitoring and the analysis of the activities of the Verkhovna Rada of Ukraine (Ukrainian parliament) in the area of the fulfillment of the unmet promises by the political forces, represented in the parliament.
Voters and experts were informed about the actual performance of the Parliament of Ukraine, in
particular the work of parliamentary committees and factions (in terms of fulfillment of their election
pledges), of Cabinet of Ministers and the President of Ukraine compared to their declared programs of reforms.
Anti-corruption policy on the central and local levels
Open Society Foundation in the coalition with the institutes of the civil society and the independent experts (the Ukrainian Institute of Public Policy, the Antykoruptsiyna Rada Ukrayiny, Filosofiya Setsia, Center of Political and Legal Reforms, CASE-Ukraine ets) provided the general recommendations on the Renewal of the 2011-2015 National Program on the Prevention and the Counteracting the Corruption. On the basis of the few methodological approaches, chosen among those, developed by the Foundation in 2012, the public monitoring of the fulfillment of the some indicators of the 2011-2015 National Program on the Prevention and the Counteracting the Corruption was made. The outcomes of the public monitoring were presented on December 9, 2012, by the Transparency International – Ukraine.
The experts of the Foundation conducted the public expertise of the fulfillment of the following Program components: the Program tasks and the budget programs, related to the Program.
Regional and local level
- Open Society Foundation in 2013-2014 provided the general recommendations to the draft of the Kyiv regional anti-corruption governmental program.
- Ivan Sikora as a consultant to local NGO in Chernigiv www.budget.cn.ua based on the own methodological approaches (Anti-Corruption Policy Index), analyzed the impact of the regional and local anti-corruption governmental program. Program as well as shortcoming of its drafting, implementation and reporting are given. More information in the published analytical report:
Conflict of interest on public service
Assessment and identification of conflict of interest in public service based on the social network theory. For this purpose Open Society Foundation organized coalition on NGOs ‘For Integrity Public Service”. More information about monitoring, investigation, advocacy and training activities in this area

Ukraine State Budget
Systemic risks exceed UAH 188 Bln (USD 24 Bln) in 2014 draft budget. Budget losses caused by excessive and ineffective state aid to enterprises, nontransparent and noncompetitive public procurement and deficiencies in VAT administration, as well as other schemes with signs of corruption risks and rent- seeking behavior, will amount to UAH 188 Bln (USD 24 bln.) That is almost half of the draft 2014 budget expenditures. Improper personal income tax and land tax administration that make the basis of local budget revenues, and other schemes of “washing out” budget funds, allow estimation of Ukraine budget losses at the level that exceeds UAH 200 Bln (USD 25 Bln).

Budget and anti-corruption policy in Kyiv
Kyiv authorities received a roadmap for reforming Kyiv in the area of budget and anti-corruption policy.
The roadmap for Kyiv authorities in the area of budget and anti-corruption policy was developed and presented by the Open Society Foundation during a round table conducted on June 24, 2014. Volodymyr Bondarenko, Head of the Kyiv City State Administration and Oleksiy Reznikov, Head of the Kyiv Council took part in the roundtable, where the roadmap was presented.
According to estimates of experts of the Open Society Foundation that conduct civil monitoring and expertise of the Kyiv City budget policy during the last 5 years, proper prevention of corruption risks in taxation of individuals income and payment for land can bring from UAH 19-52 bln or USD 1.6-4.5 bln to the City Budget. Average City budget is USD 1.8-2.0 bln now, that is 16 times less city budget of Berlin and twice less than the budget of Warsaw.
Proper administering of payment for communal land, which is the most expensive in Ukraine, may bring from UAH 14-42 bln to the City budget. Taking out taxation of individuals income from shadow can give UAH 5-10 bln. Additional funds may be received by prevention of corruption risks in budget procurement, optimization of communal enterprises work, leasing or sale of the City property that is not used effectively, etc.
The roadmap for the City authorities includes a package of proposals in the area of budget and anti-corruption policy, administering of taxes and city target programs, management of communal property and work of communal enterprises, in the are of energy efficiency, small and medium entrepreneurship and management of the City debt obligations, etc., abstract of the roadmap and the text of Open Address that is based on the theses of the roadmap.
Kyiv city budget analyses
The Kyiv city budget in 2013 as well as draft of the budget on 2014 were analyzed by using a functional (Performance Program Budgeting) method which includes key performance and environmental impact indicators which was distributed to the general public.
Kyiv city budget were analyzed and proposals for Kyiv local officials were developed during 2012, 2011, 2010. Citizens of Ukraine and Kyiv have been informed about the potential opportunities for corruption based on the municipal Kyiv budget in 2014. This was due to the publication of OSF analytical materials in leading newspapers and Internet recourses.
Kyiv city budget visualization: tool for understanding where the citizens’ taxes go. The website provide easily accessible information for not only curious, but also regular citizens, and, also sufficiently detailed information for involved activists. Kyiv city budget visualization promote public monitoring and oversight over budget process at the local level.
Kyiv SME target program monitoring
Based on the results of OSF analysis it became clear that the Kyiv city 2011-2012 program on SME promotion failed to fulfill its tasks and has not improved the business climate in the capital of Ukraine. 42 recipients of UAH 11 million are still unknown. The effectiveness of spending these UAH 11 million from the city budget remains unclear. Despite current legislative requirements only a fifth out of 24,000 temporary trade structures have been legalized. The reform of SME public policy that the OSF has suggested has been put in the agenda of the Entrepreneurship Parliament Committee as well as of two advisory public and business association boards at the level of the Kyiv city Mayor.
