The draft of the 2025 General Plan for Kyiv must be rejected

The draft of the 2025 General Plan for Kyiv is unacceptable and must be rejected as being contrary to the interests of the community. Representatives of civil society and several former leaders of the capital city spoke during a press briefing in the Ukrainian crisis media center.

The briefing was organized by the Open Society Foundation, which has repeatedly drawn attention to the corruption risks associated with the attempts to adopt the draft 2025 General Plan for Kyiv. In this regard we provide constant information and expert support to the initiative groups of residents who suffer from illegal construction and land fraud.

The participants of the press briefing consider the mentioned Draft General Plan as an attempt to legalize numerous violations in land relations and urban development. Among the arguments for blocking the adoption of the new General Plan briefing participants noted, first of all, incorrect information about the land fund of Kyiv, and, secondly, the lack of legal basis for developing a new document, while the 2020 Plan for Kyiv remains actual.

 

OSF Director Ivan Sikora introduced the Open Address on the Draft 2025 General Plan for Kyiv, which expressed concern over the attempts of Mayor Klitschko and Kyiv City Council majority to lobby the General Plan 2025. This document was initiated by the former mayor Leonid Chernovetsky mainly to legalize the land fraud and systematic violations of the General Plan 2020.
