ANNOUNCEMENT: Roadmap for Kyiv authorities in the area of budget and anti-corruption policy will be discussed on June 24 round-table

Despite requirements of Budget Code, the authorities has not provided, up to now, the opportunity of proper participation of community representatives in the budget process and in the work of the City Council.

Consequently, the Kyiv City has “black holes” in the city budget, systematic bad practices, shadow schemes allowed (missed) by Kyiv City State Administration and deputies of the City Council. Crucial changes in budget and anti-corruption policy are needed. The vision of the changes in the form of “The Roadmap for Kyiv authorities in the area of budget and anti-corruption policy” will be presented during the event.

The round-table “Roadmap for Kyiv authorities in the area of budget and anti-corruption policy” will take place in the Agency UKRINFORM at the address Kyiv, Bogdana Khmelnitskogo Street, 8/16, conference-hall, 2-nd floor on June 24, 2014 at 14:30.

Organizer: Open Society Foundation in collaboration with Civil Council by the Kyiv City State Administration promoted by International Renaissance Foundation.

Tens of billions of hryvnias pass by the city budget every year. Because of corruption risks in the area of land relations last year the City Budget of Kyiv missed from 14 to 42 bln hrn (depending on the estimates of land plots appraisals and tax rates). This to be compared to the yearly budget of the city, which is from 18-20 bln hrn on average.

The “black holes” in the city budget of Kyiv will be estimated on the basis of civil monitoring results and Open Society Foundation expertise. Experts of the Foundation will present the vision of the Roadmap to the Kyiv City authorities in the form of proposals.

Visual city budget of Kyiv, that is clear to ordinary Kyivites, will be also presented. Ordinary Kyivites will have the opportunity to monitor all sources of incoming funds and directions of budget expenditures through a special website, as well as “black holes” related to corruption risks, abuses in land relations and violations of budget legislations.

The City Mayor Vitaliy Klychko, head politicians that were elected to the Kyiv Council, the deputies, representatives of NGOs and experts in the budget issues were invited to take part in the event.

The event will be conducted in the framework of the project “Transparent and open budget of Kyiv - a step to effective spending of public funds”, which is implemented by the Open Society Foundation and supported by the International Renaissance Foundation.
