OSF will join the development of an action plan for reducing corruption in Ukraine during the national expert discussion on January 31, 2015

The Open Society Foundation will join the Ukrainian leading experts, governmental agencies, civil society organizations and business sector to form an effective plan for reducing corruption in Ukraine. OSF will participate in the national expert discussion on Ukraine's readiness for real anti-corruption reforms, which will be held on January 31, 2015 with the support of the European Union.

Ivan Sikora, OSF Director and an expert in the field of anti-corruption policy will present the Foundation’s analytical approach.

The Government of Ukraine, the experts of the United Nations Development Programme and the Open Society Foundation currently develop the new governmental anti-corruption program for Ukraine.  OSF coordinates the development of the mentioned program on behalf of the Reanimation Package for Reforms initiative.

In December 2014 Ivan Sikora has provided the OSF propositions on indicators for tasks and activities of the governmental anti-corruption program. Within each of the four performance factors (cost, product performance and quality) we proposed the indicators of goals and objectives’ achievement.

In OSF Director’s opinion, the "properly designed indicators for assessing the effectiveness and efficiency within each of the activities of anti-corruption program, along with public monitoring of its implementation and public participation in the planning process, are crucial for program’s success and influence to reduce corruption."

The national expert discussion "HOW CAN WE HELP UKRAINE IMPLEMENTING CONSISTENT ANTI-CORRUPTION REFORM?" will be held on January 31 (Saturday) from 11:00 to 15:00 at the National Academy of Sciences of Ukraine (Small Hall, Volodymyrska str. 55). During the discussion one can obtain the governmental assessment (namely of the Ministry of Justice of Ukraine) of the program development status and evaluations of Ivan Sikora and Ruslan Ryaboshapka, who represent respectively the Open Society Foundation and UNDP.

Ivan Sikora has many years of experience and his own approach to anti-corruption legislation, monitoring and impact assessment of the previous state anti-corruption program and the programs adopted in the regions and cities of Ukraine (including the examples of Kyiv, Chernihiv and Chernihiv region), proposals for the development of anti-corruption programs for Kyiv and Kyiv region.

The Open Society Foundation on behalf of the Reanimation Package for Reforms - Kyiv develops the new anti-corruption program for the Kyiv city authorities. The OSF and the Reanimation Package for Reforms’ experts are of the opinion that Kyiv budget lacks millions of hryvnias due to corrupt practices and schemes, which have not yet been broken by the new city authorities.
