The “Open society” Foundation demonstrated successful practice of cooperation and support of analytical centers, within the framework used by the International Renaissance Foundation

The round-table “Needs and capabilities of institutional development of analytical centers” was targeted to discuss the issues of organizational development of analytical centers and their cooperation with donor organizations.

The opening moderator, Inna Pidlus’ka, Deputy Executive Director of the IF “Renaissance”, pointed out the importance to increase analytical capability of non-governmental organizations to influence decision making processes of local and regional power bodies. She listed the following standard procedures of the IF “Renaissance” for grantees: mentoring of projects, evaluation of grantee needs, exchange of experience, and networking actions.

During the round-table discussion, Oleksiy Orlovskyi, the Director of the “Civil Society and Proper Governance” Program of the IF “Renaissance”, presented support frameworks for analytical centers, that are practiced by the IF “Renaissance”, and the results. TrainersRoman Kobetc’ and Serhiy Pancyr, that contacted analytical centers from the IF “Renaissance” side, reported basic conclusions and recommendations on capabilities of Ukrainian analytical centers and some results of their cooperation with other analytical centers, directed at their institutional development. The directions of the analytical centers’ institutional support were presented by Olga Sandakovafrom Swedish International Development Agency for Cooperation, SIDA, Yaropolk Tymkiv represented from the Program “United for Reforms”, UNITER.

Ivan Sikora, the Director of the Foundation “Open Society” was invited with regard to the success achieved due to the current IF “Renaissance” framework of analytical centers’ support practice. Ivan Sikora focused on methodological capability, enhancing analytical schemes of problem structuring and evaluation of Kiev City budget policy, and certain target programs. This was a result of cooperation between the Foundation “Open Society” and mentors of the Project “Kyiv Budget Public Policies Proposal Development”, represented byRoman Kobetc and Serhiy Pancyr. Ivan Sikora emphasized the importance to continue the analytical centers’ support practice, used by IF “Renaissance”, because of the challenges confronted by the analytical centers during the current stage of the civil society development. Formation of evaluation standards efficiency, efficacy, and results of the analytical centers was a special focus of the report.

Igor Burakovskyi, NGO Institute for Economic Research and Political Advice, and Igor Kolishko, NGO “Center for Political and Legal Reforms” appreciated the influence of institutional support on the shape of the analytical centers organization.

Andriy Kulakov, the Director of the Program Activity of the “Internews Ukraine” presented the concept of web-portal for analyzing the policies.

The round table participants agreed on the importance of prolongation of methodological and organizational support of analytical centers to enhance their influence on formation, implementation and monitoring of the policy of the central and local governance of Ukraine.
