ADDRESS to international organizations

ADDRESS to international organizations regarding formation of international group of observers for providing proper response to the information on the disposition on the territory of Ukraine of organized groups of mercenaries that came to Ukraine from Russian Federation, and provision of legal evaluation of the systematic violation of the right for peaceful gatherings and rights of journalists by power bodies, and indications of deliberate delay of punishment of those officials, who are guilty of events happened in the night of 30 November 2013.

The “Open Society” Foundation is concerned with the aggravation of the situation in the City of Kyiv and presence of organized groups of mercenaries on the territory of Ukraine, that came to Ukraine from Russian Federation, the systematic practice of violation of the right of peaceful gatherings by authorities, and signs of deliberate postponement of punishment of authorities for the events that took place in the night of 30 November 2013.

According to unofficial information, disseminated on 5 December 2013 in mass media that was based on evidence of released member of “Ukraeroruh”, on 3 December 2013 2 planes carrying Russian special purpose forces (spetsnaz) of the Interior Ministry of the Russian Federation landed on Bryspil airfield. According to the currently available information, the official person from “Aeroruh” refused to accept the boards with the Russian spetcnaz of the Interior Ministry of Russia and resigned. Moreover, according to the present information, in some regions of Ukraine workers of special subdivisions of law-enforcement bodies refuse to execute orders of forceful affixation of peaceful gatherings of Kyiv and other cities of Ukraine citizens. They also refuse to perform provocations and escalate violence. Some extreme representatives of the current power transport to Kyiv persons with criminal past for provocations, intimidation of rallies, and help to law-enforcement bodies.

In the view of the following:

  • opposition forces, civil organizations and journalists cannot verify the information;
  • the power bodies are interested to prevent dissemination of the information regarding presence of foreign mercenaries and persons with criminal past on the territory of Ukraine, that are used for provocations;
  • signs of deliberate delay of punishment of officials punishment who are guilty in the events of 30 November of this year;
  • significant signs of disorder provocations from authorities that took place on the Street Bankova on 1 November 2013;
  • regular inhibition of activities of journalists who highlight the events in Kyiv City;
  • regular practiced use of artificial limitations to the freedom of gatherings, associated with proclamations of epidemics in different regions and ungrounded court prohibitions to conduct peaceful actins of protest.

We request

  • to consider the possibility to urgent formation of the international commission of observers that could peratively check information on the presence in Ukraine of international mercenaries and provocators, who are interested in a power scenario of the crisis resolution in Ukraine, that is related to the “pause” of the Euro-integration
  • to give a legal evaluation of the systemic violation of right for peaceful gatherings and rights of journalists by the power bodies, and purposeful delay of punishment of officials who are guilty in the events occurred in the night of 30 November 2013
