ANNOUNCEMENT FOR THE MEDIA: Kyiv Mayor’s Program Adopted a Year Ago: Assessing Progress in Implementing Reforms

On July 9, 2015 from 3 to 5 p.m. ‘Ukrinform’ news agency (Bohdan Khmelnytsky street 8/16, conference hall) will host the round-table discussion titled "Kyiv mayor’s program adopted a year ago: assessing progress in implementing reforms".

The event is organized by the Open Society Foundation. Earlier, OSF held public monitoring of the implementation of the "Kyiv Mayor’s Programme of High Priority Measures".

July 9 marks the year of Major Klytschko’s priorities: combating corruption, transparent and effective use of the budget, attraction of investments, creation of conditions for safety and comfort of residents and cooperation with the community in decision-making. Having all power in the capital city, holding the mayor’s office, being appointed as the head the KCSA and having the majority in the Kyiv City Council, Vitaly Klytschko had maximum opportunities to achieve the progress in the implementation of the reforms program.

During the event the experts will provide the answers to the following questions:

  • What was done and what failed? Why and how it affected the lives of Kyiv residents?
  • Have the problems worrying Kyiv community for years been solved?
  • In what areas was the promised "devastating attack on corruption" realized? Alternatively, what areas are still facing the "imitation of corruption fight"?
  • Why does "pumping the resources" out of the capital city continue?
  • Who blocks the majority in the city council and obstructs KSCA Head Klytschko’s program performance?
  • What do experts have to offer?

Kyiv Mayor Vitaly Klytschko, city council secretary Oleksiy Reznikov, KCSA officials and members of Kyiv City Council, as well as the independent experts, were invited to participate in the event.

Note on the organizer: Open Society Foundation  analyzes Kyiv city policy for 5 years. Our accomplishments include:

-   Regular analysis of the budget, land, urban development and anti-corruption policy in Kyiv;

-   Evaluation of the first 100 days of the Klytschko’s team in September 2014;

-   Development of the "Roadmap of reforms of ​​fiscal and anti-corruption policy" (June 2014);

-   For the first time ever initiating public debates on city budget and active participation in providing suggestions concerning the content of budgetary policy;

-   Contribution to blocking new Kyiv General Plan 2025 ‘named after Leonid Chernovetskyi’;  information and consulting support to initiative groups of local residents suffering from unlawful decisions (scandalous constructions in Osokorki, Mykilska Slobidka, Prospeckt Nauky, etc.)

-    Contribution to the "Reanimation Package for Reforms for Kyiv" initiative and the Anti-Corruption Council of Kyiv, development of the anti-corruption program for Kyiv.

The event is organized in the framework of "Kyiv Public Guard: Public Control over the Development and Implementation of Anti-corruption Policy in Kyiv" project, implemented by the Open Society Foundation,  and supported by the International Renaissance Foundation.
