The government anti-corruption program does not measure Ukraine’s progress in the fight against corruption

The new government anti-corruption program is expected to be an important tool to measure Ukraine’s progress in the fight against corruption. OSF, the independent think tank, has repeatedly provided suggestions to the draft program, yet these were largely ignored.

The press conference "The Government Anti-corruption Program does not Measure Ukraine’s Progress in the Fight Against Corruption” will take place on April 27, 2015 at 11.30 in the  Ukraine Crisis Media Center. 

The new government anti-corruption program is expected to be an important tool to measure Ukraine’s progress in the fight against corruption.

Open Society Foundation (OSF) experts’ assessments suggest the new program has the following drawbacks:

• It repeats the mistakes of the previous anti-corruption program by focusing mainly on the process rather than on the results;

• It mostly ignores the priorities of the “Strategy for Sustainable Development "Ukraine - 2020", which was approved by the President of Ukraine at January 2015;

• Its performance indicators do not meet the current legislation, namely the Law of Ukraine as of 18.03.2004 №1621-IV "On State Target Programs" and the Procedure for programs’ development and implementation.

OSF, the independent think tank, has repeatedly provided suggestions to the draft program, yet these were largely ignored.

During the press conference OSF will present the Address to the government officials responsible for compliance with the existing legislation in the development of strategic documents, as well as political parties and international organizations and experts, on the need for a comprehensive and integrated assessment of the national anti-corruption program as an important strategic document in the course of the next 3 years.

Ivan Sikora is former Council of Europe consultant, the expert at  anti-corruption group ‘Reanimation Package for Reforms’ (RPR) and ‘RPR – Kyiv’ initiatives, Director of the Open Society Foundation.

Robert Siversthe Head of the anti-corruption policy department of the Ministry of Justice was also invited to participate in the press conference.
