The experts discussed possible improvements of the Association Agreement implementation

On September 14th at the discussion hosted by the Parliamentary Committee for European Integration MPs and experts analyzed systemic legislative risks for the implementation of the Association Agreement. The round table participants emphasized the importance of the initiative 2046 on expertise of the entire body of draft laws introduced to Parliament in terms of compliance with EU law and EU integration-related obligations of Ukraine.

In the context of the anniversary of the Association Agreement ratification, Committee Head Iryna Gerashchenko noted the importance of cooperation with independent experts, including the Parliamentary expert group (PEG). She stressed the need to analyze the effectiveness of the Agreement implementation by all branches of power.

On September 14 at the round table hosted by the Parliamentary Committee on European Integration the MPs and independent experts discussed systemic risks in legislative activities for the implementation of the Association Agreement. Round table participants emphasized the importance of the initiative 2046 aimed at verification of draft laws introduced to Parliament for compliance with EU law and European integration obligations of Ukraine.

Committee Head Iryna Gerashchenko noted the importance of cooperation with the independent experts, including the Parliamentary Expert Group (PEG) in the context of the anniversary of Association Agreement ratification, and stressed the need to analyze the effectiveness of the Agreement execution by all branches of government.

First Deputy Head of the Committee Ostap Semerak noted that the adoption of the draft law 2046 should be considered a test for the ability of Ukrainian Parliament to execute the Association Agreement properly and get the final result - become a full subject of the European Union.

Referring to the importance of improved parliamentary mechanisms the experts in approximation of Ukraine to EU law and European integration highlighted systemic legislative risks for the Association Agreement implementation and initiated the Resolution to minimize these risks. The text of the suggested Resolution was taken as a basis.

Independent experts will send this Resolution to Verkhovna Rada of Ukraine, heads of parliamentary factions and groups in order to minimize existing systemic risks.

Roundtable participants also examined the report on the recent issues in the legislative framework of the Association Agreement. The recommendations formulated in this study can become the basis for new legislative initiatives.
