On September 25 the head of city council budget committee Andriy Strannikov, OSF Director Ivan Sikora and experts of ‘Reanimation package for reforms – Kyiv’ took part in expert discussion "Visions of the Kyiv budget for 2016".
On September 25 the head of city council budget committee Andriy Strannikov, OSF Director Ivan Sikora and experts of ‘Reanimation package for reforms – Kyiv’ took part in expert discussion "Visions of the Kyiv budget for 2016".
The discussion was based on Sikora’s report on the implementation of the existing budget of Kyiv and revenue forecast for next year, which was provided by OSF to the local authorities for several times previously.
Participants tried to unify the assessment of shadow resources bypassing official budget and to agree on the measures to achieve proper income to general and special funds of Kyiv budget. After more than two-hour discussion the experts agreed to summarize the results and provide open questions and proposals for further constructive discussion.
Ivan Sikora hopes to get clear answers from the municipal authorities regarding the tax base of forecasted revenue, including the articles of land tax and land payment, income tax for enterprises in municipal property, parking fee, share participation in infrastructure development, sale of municipal property, land sale, equity funds (deposits) of holders of temporary structures (small architectural forms) in Kyiv facilities maintenance and improvement, the right to temporary use the outdoor advertising places in municipal property, replacement value of green spaces to be removed in the city of Kyiv and so on.
Open Society Foundation has repeatedly provided the city government with proposals to increase the revenues of Kyiv budget.
